"During the first phase of the Reuse Planning process, the WRAMC LRA project team worked with community stakeholders to develop an overarching vision and set of goals for the Site. 

Following are the four project goals that were developed with the community:
  1. Integrate the Site with the Community: Establish a reuse, preservation and development strategy that integrates the Site with the local neighborhoods, supports the redevelopment of the Georgia Avenue corridor, and provides public benefits for the surrounding community.
  2. Provide a Mix of Uses: Create a plan that accommodates a mix of uses, including retail, diverse housing options, and cultural uses.
  3. Create New Jobs and Revenue for DC: Mitigate the potential impact of lost jobs and revenues from the vacated Site on the adjacent commercial corridor by creating new employment opportunities for DC residents and increased revenue from property and sales taxes for the District that can, in turn, help support neighborhood services.
  4. Activate the Site: Develop a realistic implementation and phasing strategy that addresses environmental issues, maximizes market viability, minimizes site vacancy, and competitively attracts qualified and quality development partners. 

Community Engagement Highlights:

  • The Goals were gathered with community input.
  • There was an extensive public engagement process from 2010-2012.
  • 11 workshops total were held for both the Reuse Plan and Small Area Plan. The meetings were designed to be highly interactive with participants.
  • Meetings attendance averaged over 100 people.
  • Participants voiced preferences and concerns throughout the process.
  • Keypad polling was used to set priorities “live” while at the meetings.
